J. HEARING SESSION
J.1. Hearing Session
Quick Summary / Abstract:
This is an opportunity for community members to address the Board on agenda and non-agenda items.  Those wishing to speak are to complete the form located on the back table and present it to the secretary prior to the meeting.  Speakers are limited to three minutes each and each subject to twenty minutes except by consent of the Board of Trustees.

Neither Board members nor staff members will respond during the public hearing.  Speakers who ask questions will be informed by the President that responses may be referred to the Superintendent for investigation or resolution.  Speaking time is limited to three minutes per speaker, twenty minutes total.

If necessary answers will be given:

a.  by telephone after research

b.  by mail after research

c.  at the next regular meeting of the Board of Trustees as an agenda item

The Board also would like to remind anyone who wishes to lodge a complaint against a District employee that there is an existing Board adopted policy in effect specifically for this purpose.  This policy contains a comprehensive procedure for reviewing and investigating public complaints, which includes a right of appeal to the Board.

This process provides a much more thorough opportunity for the complainant and the employee to be heard and the merits of the complaint to be properly investigated.  Anyone who wishes to receive a copy of this policy may contact the Superintendent’s Office.

L.3. Permission for Student Overnight Travel: PVVHS Blythe FFA
Quick Summary / Abstract:

Palo Verde Valley High School Blythe FFA Chapter requests from the Board of Trustees permission for student overnight travel on January 26-27, 2017 to attend the MFE/ALA Leadership Conference in Ontario, California. The group will leave Blythe on Friday, January 26, 2017, at 7:00 AM, and return on Saturday, January 27, 2017, at approximately 5:00 PM. All registration fees have been paid for with AIG funds and District Matching Funds. The registration fees include dinner Friday night and breakfast Saturday morning. Everyone will be responsible for their own lunch money for Friday and Saturday. Travel will be by PVUSD vans and the Ag Department Truck. 

Expense: $2,200 (includes conference materials, transportation, registration and hotel cost)

Funding: AIG and District Matching Funds

L.4. Approval: MOU with County of Riverside Community Action Partnership for Peer Mediation Training
Quick Summary / Abstract:
Palo Verde Valley High School submits to the Board of Trustees for approval a memorandum of understanding (MOU) with County of Riverside Community Action Partnership. The purpose of the MOU is to allow approximately 20 students to participate in our annual Peer Mediation Training to take place on November 30-December 1, 2017. Peer Mediation is a powerful and effective conflict resolution youth program that supports students helping other students resolve their differences and conflicts in non-violent ways. Students participating in the program develop leadership roles to increase peace and reduce school violence. Peer Mediation Training is a 10 hour training, the fee is $500 per training (total cost). Community Action provides all materials including; training manuals, permission forms, activities, videos, and certificates of completion. 

Expense: $500

L.5. Approval: 2017-2018 Contract with Desert View Medical Center - Dr. Kenneth G. Lucero, M.D.
Quick Summary / Abstract:

The Personnel Services Department submits to the Board of Trustees for approval the 2017-2018 contract with Desert View Medical Center - Dr. Kenneth G. Lucero, M.D.  The purpose of this contract is to provide medical services to PVUSD employees such as TB testing and CDL/ employee physicals. The term of this  contract is from July 1, 2017 to June 30, 2018.  Rates vary by the services that are provided.

L.7. Ratification: Consultant Agreement with Jessica Carrillo
Quick Summary / Abstract:

The Curriculum and Instruction Department submits to the Board of Trustees for ratification, a consultant agreement with Jessica Carrillo. Ms. Carrillo will provide Social Science and Science Portfolio Training to select teachers in the district. The trainings will take place on Saturdays in Imperial, CA with the first training held November 4, 2017. The term of this agreement is November 4, 2017, through June 30, 2017.

L.8. Approval: Agreement C10006410 with RCOE - PSAT Subsidy
Quick Summary / Abstract:

The Curriculum and Instruction Department submits to the Board of Trustees for approval, an agreement with the Riverside County Department of Education (RCOE).  To ensure that the district has resources needed to provide the PSAT to all 10th grade students, RCOE will provide a per student subsidy to the LEA to offset the cost of the exam.  The amount of the subsidy is based upon the Free and Reduced Plan Lunch percentage.  The Palo Verde USD subsidy amount is $1,058 and is effective for the 2017-2018 school year.

The Curriculum and Instruction Department submits to the Board of Trustees for approval the 2017-2018, Single Plans for Student Achievement (SPSAs) for Felix J. M.2. Permission to Seek Statements of Qualifications for Energy Conservation and Clean Energy Consultant Services
Quick Summary / Abstract:
The Business Services Department requests from the Board of Trustees permission to solicit Statements of Qualifications for Energy Conservation and Clean Energy Consultant Services from qualified organizations.  The District will select a successfully responding firm to provide assistance with developing an energy plan that meets the requirements of Proposition 39 and will allow the District to receive its designated allocation of funds to implement components our energy management program.
